Breakthrough in administrative reform reform
In 2016, the Center for Public Administration (referred to as the Center) of Long An Province officially came into operation with modern facilities and equipment, creating a breakthrough in reform of administrative procedures in the province, contributing to promoting local socio-economic development.
According to Mr. Huynh Van Son, Director of Long An Department of Planning and Investment, besides fully implementing the State’s policies on investment encouragement and incentives under the Investment Law and other relevant legal documents. , Long An is always proactively working out solutions to improve the investment environment with a focus on administrative procedures reform, shortening the time, reviewing the handling process, the time to implement legal procedures for businesses ( DN). The one-door, one-stop shop mechanism is one of the outstanding achievements in administrative reform reform of the province. In order to further improve efficiency and ensure transparency in addressing administrative procedures of the Center and at the district level, in addition to investing in facilities, equipment, training of officials and cadres-officials, the province also established the examination and guidance team shall publicly, promptly, fully and clearly list the levels of charges and fees, the time limit for settlement of administrative procedures, the process of receiving and processing dossiers and responsibilities of organizations and individuals at the Center. Build transport infrastructure to increase regional connectivity
Compared to other provinces in the Mekong Delta, Long An has a very favorable position. The East borders Ho Chi Minh City and Tay Ninh Province, the West borders with Dong Thap Province, the South borders to Tien Giang Province, the North borders with Cambodia, the border is about 133 km long, with Binh Hiep International Border Gate (town). As for road traffic, the province has national highways No. 1, N2, highway 50, Ho Chi Minh City – Trung Luong, Ben Luc – Long Thanh highways passing. In the future, Long An will have National Highway N1, Ring Road 3, Ring 4 as well as Saigon – Trung Luong Railway connecting. Regarding water transportation, there is a system of Vam Co Dong and Vam Co Tay rivers attached to Long An international port on the Soai Rap river mouth.
Long An International Port is one of the largest seaports in the South (has received ships of 30,000 DWT and the future to receive ships of 50,000-70,000 DWT), not only reducing the load for the port cluster in Ho Chi Minh City but also reduce transportation costs for businesses in the Mekong Delta region when easily connected by both waterway and road. Currently, the province is investing and calling for investment in arterial roads connecting industrial parks and clusters with Long An International Port and Ho Chi Minh City, promoting investment attraction and industrial development in economic zones. The province’s key economic sectors, especially the districts of Can Duoc, Can Giuoc, Ben Luc, Duc Hoa and Tan An City.
Currently, Long An concentrates all resources to implement 3 key projects according to the Resolution of the Tenth Provincial Party Congress, Provincial Road 830, Ring Road of Tan An City and urban transport infrastructure axis linking Long An – Tien Giang – Ho Chi Minh City.
“These waterways are considered as an important advantage of the province. This shows that Long An is mobilizing and effectively using resources from all economic sectors along with the State budget, investing in building transport infrastructure, implementing the goal of promoting industrialization in the time to come”, Mr. Tran Van Can, Chairman of Long An Provincial People’s Committee, said.
Potential to attract industrial investment
Mr. Huynh Van Son added, Long An is eligible to attract investment in all 3 fields: industry, construction; trade, service and tourism; agriculture, forestry and fishery. Focusing on the advantages of the province, Long An will promote efficiency in attracting investment, select quality, high value-added projects, using modern and environmentally friendly technologies. In the coming time, the province encourages to focus on supporting industries, high-tech agriculture, processing industry, fisheries … At the same time, Long An selects partners and investors, ensuring principles of long-term investment in the locality. Having strategies and orientations for market expansion, contributing to raising the competitiveness of domestic consumer products and replacing imported goods; create more jobs; limiting environmental pollution and saving energy.
According to Mr. Son, to create favorable conditions for enterprises in general and industrial enterprises in particular to invest in Long An, in the coming time, the province will focus on implementing measures such as continuing to implement reforms. Administrative procedures, focusing on policies on land, houses, civil status, business registration, registration for investment certificates; maintain the provincial competitiveness index every year in the good or higher group, create a fair competitive environment, create conditions for all businesses to invest, produce and trade, optimize the process of receiving and managing The project is the Department of Planning and Investment.
